Will it be effective and fast

Or ineffective and slow

This depends on the 2 parties

If the one spreading the loving-kindness

Has strong concentration and mental power

If the recipient also has strong stability of mind

And whose mind is on the same frequency 

So that they can make contact with one another

Then results will manifest quickly

Now if we pae metta to a person

And that opposing party is not aware

But we just radiate our goodwill

It can still induce some sort of effect on them

Even though they aren’t aware

Because it is still strong mental power

But the greatest effectiveness

Will be for people whose minds 

Have metta, karuna, mudita and upekkha

This is the way to eradicate jealousy & envy 

The kilesas that result in cruelty in one's heart

Will be gone
